Is it best to mail membership letters or is e-mail ok?

You can always do both. You can send out the letters and the same day email people to watch the mail for the letter and form (if you use one) but if they'd rather not wait, you can become a member online (or print the form and mail it).
This way you hit it fro both sides without appearing pushy.

With e-mail there's always the concern that your message won't get delivered or will get marked as spam. Obviously this can happen by USPS too, but the chances are much less likely.
You might also think about putting a PDF of your letter on the web for people to download & print on their own - that'll also become visible to people that aren't in your mailing list
