Glitter is terrible I know - but I would like to use something for fairy dust in Peter Pan --- what would be the least horrible? ;)

wow - the biggest thing would be for Peter to always sprinkle upstage of the other actors, so it minimizes what sticks
I was going to suggest edible, then realized that if it gets wet, will probably make a nasty stick mess
Hopefully someone that has done the show has some insight

Bigger is usually better when it comes to seeing it and sweeping it up.

If you have the resources, it would help to crumple in as many pieces as possible because it will clean up much better. Clean the area where the glitter will fall before you sprinkle the glitter so that the glitter will be clean enough to re-use.
