I'm looking to have some magical silver confetti to be used during a scene in Cinderella and later on in the year red-white-blue confetti to be used during Drowsy Chaperone.   I was curious if anyone has built a confetti cannon before or a device such as the one show on this page (see link at the bottom). We don't have a huge budget so if anyone has a cannon for sale or knows of one to rent that wouldn't be outrageous as well, that'd be an option.

If you have built the device if you'd be willing to post pictures as to how you did or at least some pretty decent details. I'd love to know.

Confetti cannons discharged a reasonable amount of energy and if used improperly (or built improperly) could injure someone.  These sorts of devices fall into the "don't try this in your garage" category.  Call your local rental house, I'm sure they can rent you a commercial confetti canon for a very reasonable price.

Just looking at the link you posted, that isn't actually a confetti canon, but a dispenser.  Also inexpensive to rent, but you could also build a bucket type mechanism to slowly dump the confetti.  The dispersion wouldn't be a great as with the dispenser, but could work depending on what you want the effect to be.

Honestly, by the time I rented this unit for two weekends for two shows it would cost way too much. I'm looking for slow dispersion possibly. I'm not interested in messing around with Co2, but possibly might try using an air compressor in some sort of way. Also if any theatres out there would feel particularly philanthropic, I'd love to borrow another community theatres cannon and would be happy to sign a contract requiring us to pay for damage of course.

I don't know what your fly situation is, but you can pull out the old snow bag, and use it for confetti too....

 You could produce something like this in the Hopper style, even have a motor driven distribution impeller in it, should be easy & cheap enough to produce;-
