This is how membership currently works with our group. it's important to know that the group was not started with a membership to participate policy so that's of the table from the start.
Our membership is in three tiers.
Basic $10 - you're a member and you get a vote at the annual meeting for the BoD.
Plus $15 - same as above but you get discounts on shirts and stuff and buy one get one on opening nights.
Family Plus $35 - Parents (2 adults) have benefits of Plus membership and children are just listed as members (eligible for awards)
This is new for this season coming up. It used to be $24 Individual, $12 Student, $12 Senior, $36 Family with the only benefits of membership and voting for adults. So I've basically lowered the price and included more benefits.
The problem is that our membership is still hovering around 60 to 70 people which is a shallow pool for awards and voters. Admittedly our membership committee has been in shambles for a few years. i'm not even the Chair of it. I took over after the chair stopped doing anything (i'm on the board, she wasn't)
Anyways our president and a few others on the board are starting talk like why do we even need members or to possibly redefine member as anyone who participates in shows.
I'd like to know what you guys and girls think about this. We're not a large group. We don't have a building or anything. We perform out of the community college and a few schools so it's not like we depend on membership to pay a mortgage or anything.

Off the top of my head I would say that people are being a little tighter with money these past couple of years and the benefits are not significant enough to let people part with their cash. I like tier system you have established and understand that you don't have to pay to play, but you need to entice participation with a little more to part with their money. Try giving them a something tangible for each membership. (I know we don't want to loose money, but you may find that for a small fee you can find magnets that can be offered at level one with the membership, etc.)
