Okay.... so here's a dilemma....and I don't know how to handle it.

We were scheduled to do a show during a specific week.  My first choice for the role was unable to fulfill her duties due to a major scheduling conflict.  This singer is the kind of voice and actress that shows have been written for, so it was an extremely depressing thing for me.  Scheduling conflicts took me down to, shall we say, the bottom of the barrel.

The girl that was finally cast has the notes needed, but lacks the confidence and power needed, but makes up for it in enthusiasm and drive.

Due to problems with the venue, we have had to reschedule and move our production.  The dates that I have available to me now take me to a time where i can actually have my original girl back.  We are talking moving from January to June.  For the good of the show, I need to get Girl B out of the cast.  She is phenomenal as a promoter/publicity person, and she has agreed to take on those responsibilities AND still be in the show.

How do I (tactfully) ask her to resign from the cast, but still work on the show in other capacities?  Should I let it up to my Production Manager or Music Director to be 'the bad guy'?

Go with & stick to your choice J, she has been cast in the role, this is ameatre & what we are about!
Don't sacrifice her because she fills another need, she is obviously committed to what ever she does. Who is to say the original choice A, won't get a better offer & change her schedule during rehearsals? As you require thier respect, they inversely will respect your loyalty!

I agree with the previous posters. As tempting as it may be to hand the role back to actress "A",  I think it would send a negative message to others about how your theatre is run. That even if you're cast you can be booted if someone better comes along. The upside is that with the extra time actess "B" can have more time to gain confidence in herself (with a director who supports her) and may turn out to knock your socks off.

The way I see it, you now have six months to build up the cofidence of the new cast member.  By June she should blow you away.

I know your question is "how" not "if", but I agree with the other posters.  I think it would be a huge mistake to recast again for all the reason stated.
 
If you were doing one show in the community and then moving away or never being involved in theatre again, then maybe you could do it.  But to do so is going to hurt your reputation and you will have problems casting in the future.  I have seen it happen in my area.  We have a tremendously talented director that no one will audition for because they can't trust him.  There is another that people won't audition for because they don't like him. Both these guys have talent and have credentials you wouldn't believe.
 
For awhile one of them (the one people don't trust) was able to do shows because he would hand pick the cast (no one would audition), but after a couple shows he was not able to do even that.  Why?  He was upgrading talent.  He'd cast but if he was able to get a better actor he cut one and replace him.  Maybe that works for professional theatre but not CT.

Another point... Dedication.  I know that we all have conflicts and have to "make choices".. It's to be expected, but again WE make the choice which thing in our life is most important at the moment..  Actress number 2/J (whatever) not only made the time for your show on its first proposed dates, but stayed with you and took on MORE responsiblity for slot number two?  I think that not only do you owe her the loyalty she has showed you, but, in the long run, the dedicated ones are the ones that make it happen.. again, no slight to actriess first choice.. I'm sure her conflict was important to her.. But she chose, actress number 2 chose, and you chose.. Like Pdavis said, you know have extra time, it should be wonderful.. (IMHO)

I sincerely agree with everyone else about NOT replacing this actress who has already been cast. That would truly be bad form. NOW THEN however, there IS only ONE WAY I can possibly think of that could solve this dilemma.  That would be to totally and completely CANCEL THE SHOW.  Then at a later date, choose it again (for whatever reason) and go through completely recasting the show top to bottom. While it might give the appearance of some confusion, it could net you the person in the role you want in the role.  HOWEVER AGAIN, that is STILL a bit of bad form. Makes the company look foolish for indecision on this show and reverts it to original choices that could still give the appearance that this is precisely what you did to get your agenda accomplished.
 
While I DO NOT advocate this - I think the BEST thing to do would be to use the dedicated actress you have, who will give you 110% no doubt from what you say.  Reward that dedication.  Then YOU as director can nurture that success and improvement - in fact it's YOUR JOB to get your choice to where they need to be to do their job if she needs the help. Means more investment of time on your part working extra to help her realize the success you seek for the show/role.  If you don't do that then you cheat her out of what has rightly become hers - the role you gave her.  Don't cry the blues because you couldn't get who you wanted and especially don't take away from the actress what she worked to get regardless of where she was on the list. I ALWAYS knew that no matter who I cast, it was up to me to get them to do better than they ever had before and at least to level the playing field with the actors who were seasoned and well established.  I have done numerous shows with what might have appeared to be last choices, only to be pleasantly surprised and often blown away by the person whose experience was limited and new...partly because I worked my tail off with them but also because they gave more than anyone else needed to in order to excel - and a few often did.
 
Just my opinion.  But if you do that to her then you will have established your record and lose respect not only for yourself, but the company AND MAYBE the other actress you want.  I would trust that the actress you want would NOT want to see this other person cheated out of the role that she deserves to give a try to building over time at hers and your investment.  Just wouldn't look right at all.

okay okay okay.... you guys have spoken...  and i am listening.

of course, now there is an interesting curve thrown into the mix.  the dates that we have available for us through most of the venues we are looking at will put the show in a time of the year that choice A will be available, and the girl that was cast will be out of the state for the two weekends before as well as the weekend of the show.

I will keep you all posted as to what is going on.  and I promise you all that the only reason I will replace my currently cast girl is if she can not do the role.
