I know I can submit to Musical Theater International to get a quote on doing Disney's "High School Musical," but has anyone done this already and could they advise a general licensing fee that is charged? If it's astronomical, we really can't even consider it at this time. We did Disney's "Beauty And The Beast" a couple years ago and that was about four thousand.

Royalties for almost any musical are usually based upon the capacity of your house, what you charge for tickets and the number of performances.  I don't think anyone can reasonably estimate what the royalty cost will be because it will be different for almost every venue.   Why not get the quote from MTI and take it from there?

Also, I dont know if its still going on, but Disney was doing some kind of "grant" program to help get productions of the show going.. they had been talk of it on MTI's site.
