In the play selection process, who is responsible for finding out if the rights are available to a particular show? 

I am sure there is not a cut and dried answer but:
 
Is this part of the play selection committee's responsibilty to determine this prior to submitting the line up to the board for approval?
 
Is it the office manager's responsibility to seek these rights?

For us, the selection committee puts together a slate, the board approves it and just so there is a central point of contact (and she pays the bills anyway) our treasurer sends in the application.

At our CT it's the responsibility of the playreading committee to make sure that rights are available before it's submitted for consideration.   That's pretty basic "due dilligence."

Now I guess the distinction is, are we talking about rights as in "available to community theater" or rights as in "no you can't do it then because its already taken by the folks in the next town over that month"?? 
 
We dont waste our time with shows that have not been released, but we do try to picik ours in a timley manner to insure we dont get beat out for it locally...
 
As we "concider" upwards of 50 -75 shows a year, we tend to week out what we are really "intrested" in before we start shooting for rights
 
Unless a show is in the first catagory, (Not released/restricted) or partially restricted due to a touring company coming within about 75 miles, we are seldom turned down for rights of shows that have been out a while. (even IF they are being done in the next town over) I guess the licencing houses want the money...
 
So again, after the grunt works done, Our treasurer sends in the Application (just for consistancy sake)
