This is always an issue wherever I've done theatre.  We have competent designers, but the directors always seem to give their production concept, sign off on the designs and then continue to micromanage every aspect of design after that (and I've designed and directed both).  I agree the director should have a concept, then allow the designer to design.  During the pre-production time is the time to be making changes, not after building begins (unless necessary)
